Can you type "Version" into the STEAM console and copy out what it returns?

Just open the game, open the console then type in version and press enter. The console will write out some values. Can you post those?

Try this:
Open Notepad and make a new document.
In the document write in the number 70.
Then save it as steam_appid.txt into your ESF directory.
That might fix it.

Try going into your STEAM directory and erasing the file called clientregistry.blob
Then restart STEAM. Thats the last thing i can think of.
